The Province of Quebec

As the only French-speaking region in North America, the province of Quebec is certainly unique. Home to the distinct Aboriginal tribes of Abenaki, Algonquian, Attikamek, Cree, Huron-Wendat, Innu, Inuit, Maliseet, Micmac, Mohawk and Naskapi, the first western settlers arrived in 1534. Jacques Cartier was the first westerner to set foot on the Quebec Peninsula and claimed the area for France. Samuel de Champlain founded Quebec City in 1608 with King Louis XIV of France granting royal province status in 1663.

In the early 1700s, the British were a powerful force in the “Upper Canada” region and eventually General Wolfe defeated the French forces defending Quebec after the famous Battle of the Plains of Abraham. The French finally ceded the rights of New France to the British in 1763 and the province of Quebec joined the Federation in 1867. This was not the end of the drama in Quebec since first the “Quiet Revolution”, then the rise of the separatist movement have all led to some interesting times. Still an important part of Canada with abundant natural resources, Quebec is a truly diverse province.

The province of Quebec is bordered to the north by the Arctic Ocean, to the south by the United States and New Brunswick, to the east by the Atlantic Ocean and the Gulf of St. Lawrence, and to the west by Ontario, James and Hudson Bay Celle. Covering an enormous area well over 1.667 million square kilometres, Quebec is Canada’s largest province and its land mass accounts for one-sixth of Canada’s total! With one-eighth of the land in fresh water, the province has exceptional natural resources and is famous for its hydroelectric power generation capacity that powers the east coast of North America. More than 60% of the area is covered with dense forest.

There are four distinct seasons: a mild spring, a normally warm summer, a beautiful fall (which compares well to New England), and a white, cold winter. Seasonal temperatures and vegetation vary by latitude – Quebec is such a large landmass that the far north is within the Arctic Circle! Quebec has 27 national parks, the majority of which are operated by Parcs Québec, although some are administered by Parks Canada.

Government/laws – the province is divided into 17 distinct administrative regions Each administrative region of Quebec is responsible for providing all services essential to the promotion and maintenance of an excellent quality of life for its citizens. Education, social and health services, sports and recreation, and transportation fall under the jurisdiction of the various levels of government in the region.

Political institutions designate the National Assembly and the Executive Council, as well as municipal institutions, the administrative organization of local municipalities, regional county municipalities (RCMs), the Kativik Regional Government and the Commission municipale du Québec. These institutions represent the seat of decision-making and power in Quebec. The Quebec parliamentary system is inspired by the British model. The National Assembly is made up of 125 members, each elected in a constituency by uninominal majority voting.

Established in 1791, the Parliament of Quebec is one of the oldest in the world, after the British Parliament. It was created just after the American Congress but at the same time as the French National Assembly.

The last general election was held on April 14, 2003. The Liberal Party of Quebec, and its leader Jean Charest, won 76 seats and formed the government. At the federal level, the province is well represented by the Bloc Québécois, led by Gilles Duceppe and most recently held around 51 seats in parliament which, as recently as 1995, held a referendum to declare Quebec sovereignty (which was defeated). Now they are not so separatist, but there are still such rumblings around the province.

Quebec has recently started offering tax reductions, but adds 7.5% QST which is added AFTER the 7% GST, which totals an additional 15% on top of the price of goods you see in stores .

With more than 75% of its 7.5 million inhabitants speaking French, it is the main language of the province. English is a distant second although many people are bilingual. French became the official language of Quebec in 1974.

Quebec is an extremely historic city and with magnificent architecture, it is almost 400 years old. The scene of the first struggles of Canadians and then of the French-speaking population, Quebec City certainly offers a unique experience. With world-class cuisine and the famous Château Frontenac, perched atop the towering Cap Diamant, the city promises memories you’ll never forget. An exceptional place to live, the fortified city on the banks of the St. Lawrence waterway is listed as a UNESCO World Heritage Site and welcomes more than 6 million visitors each year.

Montreal is the main city of the province with more than 3.3 million inhabitants spread over its 19 boroughs with 2 major airports (Trudeau and Mirabel) and definitely the engine of the Quebec economy. The main aerospace manufacturing plants of Rolls Royce, Bombardier, Dowty and the technical base of Air Canada are major employers. With professional sports teams the Canadiens (ice hockey) and the allouettes (CFL) the city is well represented, with the arts a major focus the international jazz festival offers jazz lovers a 2 week experience to envy many cities.

Outaouais, – this is a large area that is on the Quebec side of the Ottawa River just across from Ottawa. Many federal public servants live here and cross the river every working day, inhabiting the largest residential area in the region, the City of Gatineau.

The minimum wage is divided into 3 distinct categories, the general wage is $7.60 per hour, the limit for people who earn tips is $6.85 and that for the clothing industry is $8. $.10 – these are 2005 rates. There are comprehensive laws that regulate employment in Quebec and provide protection and rights to any employee without a standard contract or decree. If you are new to the province, I recommend that you fully understand these rights and obligations.

Economy – The main economy of Quebec has a GDP of 250 million Canadian dollars which is based on several areas of excellence:

Aerospace, IT, biotechnology and pharmaceuticals offer a strong area of technical expertise. The manufacturing industry (the Montreal region is particularly renowned for its transport manufacturing – Bombardier for example) is a major factor in the huge export of goods (82%) to the United States with approximately 1/3 of the GDP coming from of foreign trade.

Natural resources are enormous with 60% of North American newsprint made from wood in Quebec, the extraction of gold, iron, titanium, asbestos, copper, zinc and silver and the vast hydroelectric power stations. With more than 50,000 new jobs created each year and growth estimated at more than 2.5%, Quebec is definitely progressing, even if the unemployment rate of 9.1% remains quite high compared to the other Canadian provinces.
